Is there a web application that i could run on a server on my pc that would enable me to remotely connect to it, enter in a url and it would start downloading the file? Also i could be able to see a list of files on certain folders of that computer.

Ultra VNC will allow you to remote controll a server and transfer files to and from it, you can even install programs and execute them.
Easy program to use and install.  But not sure if itll be excatly what your looking for.  Give it a looky an see.

Damn handy program in my opinion especially if you have a home network or what to see what the kids are doing on there pc without them knowing.
